We surround the Capitol building as we have done in the past, but then move in and block all entrances. Perform sitins and lock down the legislature offices. Perform shouting matches at the Joint budget committee meetings and the justice commission mettings. I imagine we can just pay people to study ad infinitum and avoid really having to ever change anything. NO ONE wants to stop funding prisons; they are a tremendous source of revenue, jobs, etc., as is the interminable studying of the prison/incarceration programs or lack therof.
