You have about 1/3 of your prison population who are non violent offenders and should have never been sent there in the first place. Another issue is parole itself. A person is convicted and given a 5 year sentence. What happens when the judge tacks on a mandatory 3 year parole??? IT realley becomes an 8Anonymousnoreply@blogger.com
