Restorative Justice Bill Signed Into Law
COLORADO SPRINGS - An upcoming new law intended to give juvenile offenders a second chance, was introduced by Democratic State Representative Michael Merrifield of Colorado Springs. Merrifield will attend a ceremony at the state capitol Monday during which Governor Ritter signs the Restorative Justice Bill into law. "It's really something I'm proud of," confessed Merrifield at his home Sunday. "I would guess maybe half the bills die before they get to the Governor. I've had pretty good luck." Merrifield says the law will give judges another option in sentencing juvenile offenders. In some cases--based on the severity of the crime--judges may make probation, restitution and communuty service more of a consideration that jail or prison time. Under the law, a defendant before sentencing may face a panel of community leaders, law-enforcement personnel and victims who will provide input on punishment to a judge. The defendant must apologize, admit guilt and be willing to make restitution to the victim or victims.
