The trend toward a lower inmate population is good news. Millions of tax dollars are being saved with the release of inmates from confinement. The continued high numbers of parolees is disturbing. The mandatory parole provision is still a great tax burden to the State of Colorado. It should be a discretionary parole program that addresses the needs of continued inmate treatment and rehabiiitation - i.e. addiction issues and victim-associated sex-offender issues.
